If you are coming from the centre of Menton the best way to get there is to take a train to Carnolès, one stop from the main station. Departure 11h43 or 12h13 from Platform B. Then walk 5mns from the station towards the sea and the restaurant is on the right handside. Bus nr.18 leaves Garavan at 12h to arrive at 12h23. I can send you details.
